Instructions

  1. In a mixing bowl, combine fish sauce, sugar, lime juice, warm water, minced garlic, and optional chilies. Stir until sugar dissolves completely. Adjust seasoning if needed.
  2. In another mixing bowl, whisk together rice flour, all-purpose flour, baking powder, salt, and black pepper. Add cold water and egg to the dry ingredients; mix until smooth.
  3. Gently fold in chopped shrimp, green onions, cilantro, mint leaves (if using), and optional chilies.
