Instructions
- In a mixing bowl, combine fish sauce, sugar, lime juice, warm water, minced garlic, and optional chilies. Stir until sugar dissolves completely. Adjust seasoning if needed.
- In another mixing bowl, whisk together rice flour, all-purpose flour, baking powder, salt, and black pepper. Add cold water and egg to the dry ingredients; mix until smooth.
- Gently fold in chopped shrimp, green onions, cilantro, mint leaves (if using), and optional chilies.
